Under supervision of and in close collaboration with, the Vice-President, Programming and Operations, the Program Manager manages and leads the International Aboriginal Youth Internships (IAYI) as well as each of the pillars of CWY’s Pathways to Indigenous Youth Leadership and other related activities.


Implementation, program development and relations with partners

  • Implement and review the programming and other assigned activities in order to reach objectives.
  • Contribute to the development of projects and initiatives under their responsibility.
  • See to the implementation of components associated with health and safety of volunteers/interns.
  • Ensure observance of agreement protocols with Indigenous community partners and overseas implementing partners.
  • Ensure that the laws and regulations of countries are observed in the projects under their responsibility.
  • Establish and consolidate relations with partners and communities under their responsibility.
  • Act as Canada World Youth’s representative overseas (i.e. program review mission, special mandates).
  • Establish and consolidate relations with designated partners and funders, in the public and private sectors, with educational institutions, and the healthcare and environment sectors, as delegated by the Vice- President, Programming and Operations.

Indigenous Programming
Under the direction of the Vice-President, Programming and Operations and in close collaboration with the Director, Monitoring and Evaluation:

  • Analyze and review the attainment of the Indigenous Programs’ objectives, make recommendations to the President and make the necessary adjustments based on the directives.
  • Manage, follow-up and resolve incidents within the Indigenous Programs as per CWY’s Risk Management Policy and procedures.
  • Ensure the development and growth of Indigenous Programs in relation to CWY organizational priorities.
  • Establish and consolidate relations with the communities, alumni and volunteers.
  • Provide Program Management including recruitment, supervision and support to Indigenous youth participants;
  • Support monitoring, evaluating and reporting on IAYI and other projects and initiatives.


Required qualifications and experience

Particular working conditions

  • University degree in a relevant field of study
  • Equivalent combinations of education and management experience will be considered.
  • Minimum three (3) to five (5) years of:
    • progressive management experience and role in a government, non-profit, public or private sector organizations leading Indigenous strategies, programs and relationships;
    • Concrete experience in managing international development projects, specifically for Canadian Indigenous youth
    • Knowledge of Sustainable Development Goals (SDGs), United Nations and other international instruments, mechanisms and bodies impacting Indigenous peoples;
    • Demonstrated knowledge and sensitivity of the realities of Indigenous youth and communities, as well as Indigenous languages, cultures, identities, traditional practices, rituals and land-based relationships;
    • Knowledge of local, national and international Indigenous programming strategies.
  •  Ability to travel in Canada and internationally to perform short term missions.
  • Willingness and ability to work based in Peru, or other designated countries, for up to 4 months each year during intern placement overseas.
  • Be able to work overtime to meet deadlines, when necessary.
  • Be on call on a rotating basis.
  • Position based in Ottawa

  • Knowledge of non-formal educational methodologies, participatory monitoring and evaluation strategies, and results-based management.
  • In-depth knowledge of Canadian Indigenous cultures and traditions.
  • Crisis management skills in Canada and internationally.
  • Knowledge of the international cooperation milieu and trends in international youth programs.
  • Skills in writing and organization.
  • Knowledge of MS Office suite.
  • Ability to function fluently in English, working knowledge of Spanish
  • Knowledge of an Indigenous language an asset.
  • Knowledge of French an asset.
  • Ease in establishing effective communications, including in a cross-cultural and multilinguistic environment (tact, diplomacy, professionalism).
  • Ability to deal with stress, conflict management and complexity.
  • Ability to meet deadlines and objectives.
  • Ability to work with minimal supervision.
  • Ability to establish collaborative relations and mobilize a work team.
  • Ability to manage a remote team.
